User Fees in Canada: A Review of Current and Proposed Fees

In 1995, Health Canada's Health Products and Food Branch (HPFB) introduced user fees to recover a portion of the costs related to regulatory activities for human drugs. Additional fees were phased in for medical devices from 1995 to 2001, and for veterinary drugs in 1996. Costs for those activities have risen since the introduction of the user fees, leaving a funding gap.
