Perspective: Rapping About Regulatory Professionals

Anyone in the policymaking arena (and those hoping to learn how good policy is made) knows that the best way to understand an issue, separate myth from reality and grasp the nuances of the issue is to hear from "the experts." Defining expert is, of course, the trick. Is a person who has studied an issue an "expert?" In some ways, yes. But to get to the real bottom line and grasp the details, many policymakers and those thinking about good policy want to hear from people who have been and are involved, on a day-to-day basis, in implementing policy-in trying to carry out the policymakers' intentions. Policymakers want to know: Have you done this? Have you experienced that? Have you lived to tell the tale?
