Senior Manager of Credentialing Program, Rockville, Maryland

Senior Manager of Credentialing Program manages the operations of RAPS' Regulatory Affairs Certification (RAC) activities, including initial applications, notification and communication and recertification processes. This role will also be responsible for conceiving, developing, and implementing new certification, credentialing, or registration type programs. The manager will also work to ensure that certification processes are streamlined and effective from a customer and internal perspective.

The manager will support the affiliate board, certification/credentialing boards, examination committees and other SME groups working on the RAC program. The manager will work closely with the Executive Director in planning and budgeting.

The successful manager will possess strong project management abilities and will maintain a working knowledge of current and effective models for certification and professional credentialing programs.

When the development of new certification programs or products is required, the Credentialing Program manager will be responsible for developing those programs. This development may include working with, and managing testing vendors, SME groups, and boards and committee groups, as well as coordinating internally with other RAPS departments.

Responsibilities include:

  • Manage all certification processes for application, candidate notifications, exam reporting outcomes, and recertification.
  • Develop application materials, guides, and policy manuals.
  • Work with marketing/communication team on communications and marketing initiatives and web content
  • Work with testing vendors (Scantron or others) to ensure exam development administration, scoring and reporting are conducted effectively. Serve as liaison with testing contractor on exam administration.
  • Negotiate contracts with testing vendor(s) and other third-party vendors needed for successful credential programs.
  • Continually evaluate certification procedures and infrastructure for compliance with the National Council for Certification and Assessment (NCCA) accreditation standards and identifies and documents areas that are not in compliance.
  • Respond to inquiries from candidates and credential holders regarding credentialing program and processes.
  • Serve as liaison to all credentialing boards exam committees and other SME groups working on the credentialing programs. Schedule and plan all committee meetings. Organize communications with committees. Manage and support all credentialing SMEs and volunteers.
  • Work with the Executive Director to develop and manage long range and annual plans; develop and manage annual budget for credentialing programs. Monitor budget throughout the year and provide monthly updates on issues and opportunities.
  •  Assess and review all credentialing products and an ongoing basis
  • Develop new credentialing products for consideration. When new products are approved, develop, implement, and manage the set up and program launch, coordinate new product implementation with internal RAPS processes.      
  • Analyze pricing for all credentialing products as part of the annual planning/budgeting process, or as needed. Make recommendations for pricing action t and manage implementation of new prices.
  • Manage multiple testing methodologies and program types as required.

  • Must be able to manage third-party vendors including the negotiation of contracts and implementation of agreed services.  
  • Must be assertive, creative, collaborative, and able to anticipate and resolve challenges and business needs.
  • Ability to develop new credentialing programs from inception to implementation.
  • Should possess demonstrated skills in MSWord, Excel, and PowerPoint, web-based research tools as well as database management and software packages.
  • Must possess curiosity and creativity
  • Bachelor’s degree OR equivalent work experience, plus at least five years’ work experience required
  • Graduate degree desirable.
  • Education or experience within the health or scientific professions is useful but not required.
  • Prior experience with or knowledge of certification, credentialing, or accreditation programs in an association environment and/or work in talent management and professional development is preferred.
