The RAPS EU Board of Directors is the governing, policy-making and strategic body that guides RAPS in serving the regulatory professional in Europe. The EU Board of Directors has the legal and fiduciary responsibility to ensure the long-term viability and integrity of RAPS in Europe. The EU Board of Directors plays an integral role in maintaining a system of checks and balances that enables the organization to make strategic business decisions in that region.
Jennifer Neff, MBA, PhD, RAC, FRAPS
Director
Jennifer Neff has worked in the areas of medical devices, pharmaceuticals, and biotechnology for over 18 years. As the vice president of medical devices for Entourage, she supports leading life science companies in Europe as a consultant. Previously, she held regulatory, clinical and quality positions at Sartorius Stedim Biotech, bess AG, Bayer Health Care, Parexel Consulting, NOXXON Pharma AG, Berlin Heart GmbH, and Biotronik GmbH & Co KG. Prior to joining the industry, Jennfer worked as a veterinarian in small and large animal practices, and for the primate genetics division of the German Primate Center. She received her PhD from the University of Veterinary Medicine of Hannover and her MBA from FOM – University of Applied Science, Germany. Jennifer holds the RAC-Global and RCC-MDR credentials.
Sophie Tabutin PharmD, QP
Director
Sophie Tabutin, PharmD, QP, leads the European and MEA regulatory affairs team at W. L. Gore & Associates. Previously, Tabutin worked for BSI Notified Body, first, as a product reviewer, technical expert, project manager and QMS assessor, then as the Notified Body regulatory lead. Tabutin, a qualified pharmacist, has extensive experience in both MDR and IVDR. Prior to that, she worked with top pharmaceutical companies to develop and produce investigational drugs and conduct clinical research.
Dr. Susana de Azevedo Wäsch
Director
Susana de Azevedo Wäsch is vice president of quality management, regulatory affairs and medical affairs with Ypsomed AG. She has more than 25 years of experience in medical devices, pharmaceuticals, and biotechnology. Wäsch is experienced in the areas of regenerative medicine, implants, drug-device combination products and infusion pumps. Prior to Ypsomed, she worked at Geistlich Pharma AG, Switzerland; Eidgenössische Technische Hochschule Zürich; Lonza Visp, Switzerland; the European Bioinformatics Institute; and the Center for Advanced Research in Biotechnology. She holds an MSc from the Ecole Supérieure de Biotechnologies Strasbourg, France; a PhD from the Institute of Microbiology at the Swiss Federal Institute of Technology; and an MBA from the Executive School of Management, Technology and Law in St. Gallen, Switzerland.
Bill McMoil MBA
RAPS Executive Director
Bill McMoil joined RAPS in 2017 as Chief Operating Officer and has served as Executive Director since April 2020. Since joining RAPS, McMoil has grown the organization from 26,000 to 35,000 members globally; staff from 40 to 60; and annual revenue by 57%. By expanding RAPS portfolio of products and services, he has championed innovative and effective solutions to address the diverse educational needs of the regulatory profession and has built a vibrant collaboration with the RAPS volunteer base (boards, committees, and chapters) in support of RAPS’ diverse, and geographically distributed community. RAPS’s European presence has expanded significantly during McMoil’s tenure, with membership and RAPS Euro Convergence event more than doubling. McMoil has also ensured that RAPS promotes itself as an ethical, neutral, and non-advocacy community for its regulatory members to connect, learn and share ideas.
Board Position Description & Duties
The board of directors develops and updates the mission, strategic core and strategic directions for RAPS; establishes policy, directs the activities of the elected officials and committees; and approves all action pertaining to the business of RAPS EU.
The board meets three to four times per year, with half-day to one-day meetings, and conducts other business through teleconference and/or electronic communications. Members of the board must be able to allocate appropriate time and attention to the work of the board and to work on behalf of RAPS EU without regard to personal gain. Where possible, board members are encouraged to support some travel expenses with their employer’s support.
Chairman
The Chairman is the chief elected official of RAPS and will preside at all membership, Board of Directors and Executive Committee meetings. The Chairman cannot be re-elected to serve as an Officer or Director of RAPS following the completion of the term as Chairman.
Directors
Directors, along with the officers, are responsible for identifying strategic opportunities and directions for RAPS EU and the profession, assuring the operational integrity and effectiveness of the organization, developing policies, and promoting and representing RAPS EU and the profession. Directors serve a three-year term and may be re-nominated to a second term.
Directors must have demonstrated regulatory expertise and experience and be able to identify and articulate opportunities for the profession and RAPS EU. Directors should be able to contribute to developing the organization's strategic direction and to assessing the effectiveness of operations and finances.
