China Releases New Rules Governing Regulatory Process

China's Food and Drug Administration (CFDA) has issued comprehensive new rules governing the food and drug regulatory development process with a focus on public participation in that process and implementation of regulatory reform.

The new rules are wrapped in 59 chapters that cover every aspect of the regulatory process with a combination of new regulations and revision of existing rules. 

The CFDA in its notice underscored the importance of broadening the channels of public participation and the public's right to know and the right to express "reasonable demands."  Moreover, the agency noted the need to "clean the system" of regulations that do not meet economic and social development requirements.
